Give tanks reduced friendly fire

I can't remember the name of the upgrade that was in the campaign, the one that reduced friendly fire from siege tanks. I think this should be enabled by default and would makes tanks feel more worth their cost. The friendly damage right now is pretty excessive.

Tank friendly fire is definitely something I plan to look at eventually.
